    Investigating Emergency Vehicle Crashes

    ABSTRACT: There are hundreds of fatalities each year in emergency-vehicle-related crashes. These vehicles are often quite specialized with equipment and limitations very different from typical passenger cars. This presentation will discuss the investigatory aspects of dealing with one of these crashes.

       -The vehicle (specifications, dynamics)

       -The Driver (training, history, distractions)

       -The Scene (sight distance, preemption, "right of way")

       -Laws & Regulations (CDL / licensing exemptions, NFPA)

       -Failure to Yield and Notice of Approach (SIrens/Lights)

       -Measuring and understanding Sound

       -Siren effectiveness (pressure, sweep, localization, shielding/reflection)

       -Legal aspects of the crash aftermath


    SPEAKER: Lt. Christopher Daly, West Chester (PA) Police Department, has decades of both police and firefighting/EMS experience, is a certified EVOC Instructor, holds ACTAR #1863, and completed his Master’s in Environmental Health Engineering from Johns Hopkins University a few years ago, with a thesis  on sound level and noise measurements (a topic near and dear to the hearts of anyone who operates emergency vehicles or analyzes those crashes).     Heavy Vehicle Forensic Mechanical Inspection for Collision Investigators

    Instructor: Bill Foche

      Obtain the skills required to properly investigate, document, and analyze traffic crashes involving commercial motor vehicles. Collisions involving heavy vehicles often encompass unique documentation and analysis components. In this five-day course, crash investigation students learn to inspect collision-damaged heavy vehicles and gain additional skills for examining commercial vehicle crashes. This is a hands-on, basic investigation course for proper examination, documentation, and evidence preservation with no prerequisites. Curriculum includes lecture and hands-on training with collision-damaged trucks. Forensic work is conducted on the braking systems, suspension systems, wheel systems, and steering systems. Our expert instructors provide foundational information about each component, and students learn to use that knowledge to mechanically examine and test a damaged heavy vehicle. Participants complete this course able to restore a damaged air-braking system on a heavy-duty commercial vehicle to pre-collision condition in order to collect data for calculations used in evaluating the braking efficiency of a heavy-duty commercial vehicle. Students also will be able to identify parts and pieces of steering and suspension systems and explain how the components may have factored into a crash.

    Beyond the Last Precrash Speed Value

    ABSTRACT:

    Crash investigators often open an EDR report, look at the last speed value recorded, and say, "That's the speed at impact." And while it _might_ be true, one can be terribly mistaken. Also, failing to examine the rest of the report leaves a ton of information on the table - yaw rate, steering angle, brake fluid pressure, wheel speeds, and actual precrash acceleration, for instance. This session will explore extracting that data from a report and using it to understand the whole event. We will discuss the mechanisms of traction and steering that manifest in the sensor data.

         -A little history
         -Where is speed data coming from?
         -Making tabular data useful
         -Vehicle Dynamics and Friction
         -Newer = more sensors & more data = opportunity to answer lots of questions:
         -What is the driver doing with the controls?
         -What is the car commanding?
         -What is the chassis experiencing?
        -Confirming data with multiple sensors

    SPEAKER: Wade Bartlett has over 30 years of experience in all aspects of crash reconstruction, focusing heavily on friction, motorcycles, and EDRs. He is a licensed Professional Engineer in NH, holds ACTAR #789, and has been a part-time police officer in NH since 2003. He occasionally teaches for IPTM. He is the administrator of NAPARS.

    This course will teach the reconstructionist how to use Microsoft Excel to solve just about every reconstruction problem that may be encountered. NO prior experience with Excel is necessary. This course begins at Step 1! Some of the topics covered:
